Roberto Mielgo Bregazzi

Roberto Mielgo Bregazzi is an independent international fisheries consultant, data analyst, and applied AI specialist, currently leading concept development for the Kanikosen Platform Project. He was the founder and technology development director of the FishSpektrum Project — a predecessor registry of global fishing vessel tracking using AIS, VMS, and VDS data. He served on the European Fisheries Control Agency (EFCA) Fisheries Compliance Experts’ List and attended multiple sessions of the European Parliament’s PECH Committee as an observer/consultant on behalf of WWF, Greenpeace, and the Pew Charitable Trusts. He participated as a consultant at the 15th, 16th, 17th, 20th, and 21st Ordinary and Special Meetings of the International Commission for the Conservation of Atlantic Tuna (ICCAT) held across Dubrovnik, Antalya, Marrakesh, Paris, Istanbul, and Agadir (2006–2012), as well as at ICCAT-SCRS Bluefin Tuna Stock Assessment Meetings in Madrid. His recent consultancy work includes fishing fleet data acquisition and analysis for ODI Global in London on IUU fishing in West Africa and on Chinese distant-water fleets, the latter commissioned under the UNDP Ocean Innovation Challenge; data analysis for the Outlaw Ocean Project (USA) on Chinese fleet activities; and the transfer and updating of the Krakken Unique Vessel Identifier database for Vulcan Technologies / Allen AI – Skylight in Seattle. His publications include a coauthored 2016 ICCAT scientific paper on Atlantic Bluefin Tuna weight frequencies (SCRS/2016/142) and a 2014 ICCAT SCRS report on the weight/size structure of Atlantic Bluefin Tuna across the Mediterranean and Northeast Atlantic, among others.

Daniel Rolleri

Daniel Rolleri

Daniel Rolleri is cofounder of Kanikosen. He is also the director of Asociación Ambiente Europeo, a leading Spanish organization on marine debris that fosters ocean literacy through communication, education, and citizen science. Over more than fifteen years at the helm of the organization, he has led in Spain the International Coastal Cleanup project of Ocean Conservancy — the world’s largest citizen science initiative, with an annual participation of over three-quarters of a million people — and has driven SeaLabs, a project that turns sailors into active collaborators in ocean research, recognized with the Ocean Tribute Award 2025 granted by the Prince Albert II of Monaco Foundation. He is also a board member of the International Institute of Law and the Environment (IIDMA), a member of Ocean Conservancy’s ICC Global Advisory Council, and a co-founder of the Marine Litter Spanish Association (AEBAM). Previously, he worked for MarViva Foundation, a marine conservation organization with a strong presence in Costa Rica, Panama, and Colombia, where he met and collaborated with Roberto Mielgo and Miren Gutierrez. He holds degrees in Law and Applied Linguistics and has extensive organisational and management experience in the public and private sectors, working on projects relating to the environment, education, culture, and politics.

Dr. Miren Gutiérrez Almazor

Dr. Miren Gutiérrez

Dr. Miren Gutiérrez Almazor acts as a Communication and Data Analyst Consultant for Kanikosen. She is a Research Associate at ODI Global in London, where she has served as Principal Investigator on several fisheries reports. She is, too, the PI of the Communication Studies team at Universidad de Deusto. She holds a PhD in Communication. She has been the PI on other projects examining the intersection of digital technologies and power, including the ARES research program, funded by the Spanish State Research Agency (AEI). Gutiérrez has published more than 80 articles, book chapters, monographs, and scientific-technical reports, reaching a 40 h-index at Google Scholar, and is the author of Data Activism and Social Change (Palgrave Macmillan, London). Previously, she was Executive Director at Greenpeace Spain, and Director of International Communications at Marviva, where she met Roberto Mielgo Bregazzi and Daniel Rolleri.

Guillermo Gutiérrez Almazor

Guillermo Gutiérrez Almazor

Guillermo Gutiérrez Almazor acts as a Data Analyst Consultant for Kanikosen. He is a Software Engineer with over two decades of experience in software development. He currently holds a senior role at DNSimple, where he has been working since March 2020. Prior to this, Guillermo worked at Nafundi, contributing to OpenDataKit — an open-source platform for data collection in resource-constrained environments — and was also a Member of the Technology Steering Committee. Earlier in his career, he worked at BuntPlanet, co-developing BuntBrain, a machine learning-powered tool for reducing water loss in supply networks, and served as CTO of VoxCivica, a civic technology initiative promoting transparency and critical thinking in civil society. He also played a foundational role at FON, where he helped build the world’s largest Wi-Fi network, managing a team of engineers and coordinating roaming integration projects with global carriers such as British Telecom. Guillermo studied Telecommunications Engineering (Telematics) at the Universidad Carlos III de Madrid. He is a co-author, with his colleagues, of several landmark publications by ODI Global.

Dr. César Montenegro Portillo

Dr. César Montenegro Portillo

Dr. Cesar Montenegro Portillo acts as Data Science Consultant at Kanikosen. He is a Senior Data Scientist with deep expertise in Machine Learning, Large Language Models (LLM), Prompt Engineering, and Deep Learning. He holds a Bachelor’s degree in Computer Science from the Universidad Complutense de Madrid (UCM, 2009) and a Master’s degree in Applied Computer Engineering for Industry, also from UCM (2012). He completed his PhD in Data Science at the Universidad del País Vasco/Euskal Herriko Unibertsitatea (UPV/EHU) with a Cum Laude distinction in 2024. His principal research interests include anomaly detection, unsupervised classification, and semi-supervised classification. He currently works at Proxify and previously held the position of Senior Data Scientist at Bluetab, an IBM Company, where he specialized in Natural Language Processing. He has coauthored several reports with ODI Global, led by Dr. Gutiérrez.
